They can.
You have to take the axle/Bearings out.Often requires a good clean on the inside. There can't be any paint at all on the inner surface where it contacts the bearings.
The finish is like all Armourtex finishes.

Not perfectly they won't, no. You'll need to nitromours the inside to get a perfect finish.
Taking them out is easy/difficult depending on the hub, your knowledge and skills, and depending on the hub your tools. Fitting it all back together is usually harder.

My girlfriend's bike;
Very subtle, but very fucking annoying. What can be done? I thought at first that the powdercoat was too thick so used a bit of sandpaper, but once it reached the metal I realised there was something else wrong. I managed to fit my old wheel in fine before, and the current wheel goes in on the non drive side, but won't fit in this side.
Obviously we don't want to undergo any serious procedures since the powdercoat cost £70 and hasn't even seen a headset yet. It was sprayed a week ago so I guess it is too late to take it back, especially since I have no proof that the wheel fit in there in the first place.

I have a regular sized wrench but no vice or anything. I'm worried about bending the chainstay, but I will give it a careful try. Thanks dudes.

Don't use a wrench.
A proper vice ... two bits of wood either side of the drop and go really gentle not to work harden the steel.

I am dubious with the wrench ... I have straightened my rear mech hanger better with using a vice (loose) or a G-Clamp with two bits of wood to stop damaging the metal. A wrench does the job but can do more damage if you aren't mega careful.
Either work ... but I prefer a g-clamp/vice and some wood to minimize the frame damage.

Do let them know whatever you do. They'dbe mortified to think that they'd cocked something up and no-one said anything. They pride themselves on their level of service.

To all reading this, please find every colour range by Armourtex at thier new website which has just gone live . They use the RAL colour system and BS colours and have every colour they can do on thier new website. http://www.armourtexltd.co.uk
