Given the recent weather and it's well publishised effects on the roads, I don't think you can really blame the councils for not having surveyed and repaired every pot hole caused by the freezing/thawing cycles from the snow. While on the whole (no pun...) councils are shit over such matters, sometimes things are just accidents. Just my opinion; I hate the current blame/claim culture, it detracts form the situations where there really is a fault and a case to answer to.
Sorry about your wheel though.
