Hmm, don't think that it's possible or advisable to weld on a safety-critical item like a stem. Dunno offhand what alloy might be used (hence it may be impossible), and it gets some of it's strength from being a forged item. Welding is bound to foul up the material characteristics( making it inadvisable).
Not worth the risk....
