Honestly, how many times it it a problem? Yesterday, there was only one call that was a bit dubious, out of 18 games.
Putting a cross-bar in will significantly change game-play, as we will no longer be able to ride through the goal - and every time the posts get moved, the cross-bar will either get displaced, or, if the bar is permanently fixed to the posts, the whole goal will fall over.
