I wouldn't be surprised if its legit.
Having been told by Colnago that the new Master Track X-light frames they are making (retail £1500!!) will be drilled at the back, because that what they have, and undrilled ones would have to be specially made I'm not remotely surprised that big names cut corners on modern steel frames - after-all the majority of their business will be carbon / alu. So steel is always going to a bit of a compromise with the big names.
