My understanding of the regs is that installing a new cooker outlet / radial circuit falls under part p and so requires a qualified sparky but connecting a cooker to an existing cooker terminal outlet does not and any TheBrick(Tommy), Dick or Harry can wire it in.

Well, my landlord managed to hook it up last night while we were out, but the kicker is that the oven still doesn't work and I need to call a repair
guy out next year. Oh well. Merry Christmas! -

unless the landlord is a part p qualified electrician then he's compromising people's safety and breaking the law, in several ways.
Please read part p building regulations. It is NOT illegal. A competent person has to do the work. Preferably notifying building regs to come out and inspect the work.
