The clearance on that bike look perfectly fine with the 28c, what are you not convince about? and is the conti contact reasonably grippy or slipperly in the wet?
I need to take a photo of my Holdsworth (can't believe I finally own one) with both the 27" and the 700c wheel on it. the 700c with 28c tyres is ironically bigger.
SJS have some 27" rims if you're looking for some, even some with deep V section.
It wasn't exactly my plan to use 28c (front at least), the idea of a spare wheelset though might influence my choice, dunno. These are obvs not the wheels I'll use, it's just to test!!
I've seen everything at SJS, too expensive and not what i'm after, I found rigida anyway (pair) for the price of 1 jalco at SJS.

Clearly not, how many (real) track bikes use 28c tires? (grass track maybe). There's still a bit under 1cm left of clearance with the 700c x 28c...
