If we got to 20 teams it would make sense in my mind to split into 2 divisions. I assume there would be 2 or 3 promotion/relegation slots to play for which would encourage more intense games - more teams have more to play for. For me this would be more engaging than some of the clinical 5-0 5-0 5-0 defeats.
I don't really know and as Aidan says, it's totally in advance of even being an issue. It probably depends on where your team is in the league as to your opinion on it. I just know that I would rather fight for a spot in the top division than 15th out of 20.
