I think the arch doesn't make it any stiffer in the side-to-side direction, probably the direction that a sprinter like Vails would have preferred additional stiffness.
The BB-reinforcements could make sense, but that wasn't the question.
But given the fact that 3-Rensho made weird (nice?) frame designs , IMHO more for aesthetics than for function, I thought that it could be the case here as well.
