Yeah, this is a fundamental rule of the road.. If you're going at a speed that you are unable to stop in time for, should a hazard appear in your path, you are going too fast.

What if I was riding at 1 mile per hour and an inquisitive toddler wearing an adorable dungaree/welly/fisherman hat combo toddled out behind my slow moving bicycle and attempted to remove sweets from my hypothetical panniers and in doing so, caused me to overbalance and fall into the path of a decelerating bullet train making it derail and cause minor injuries to the occupants?
