Id go with sams re-design and risers. Maybe with slightly less slope in the top tube. Insisting on drops means you are going to have to have either a huge stem or massive headtube, neither of which are technically or aesthetically desirable. Some nice 3" risers like Spank or bewitch are gonna save you ( or gusset come to think of it).
Edit: I have a bigger saddle to bar drop on my bike with drops then you do on yours, so even if you insist on drops you can drop the height of your headtube some, and use a spacer or two.
