it doesn't since it's pressing against the fork bridge enough not to make any rattle, so it's fine.
as for the rear light, it doesn't actually, the mudguard just about prevent it from getting covered.
i don't know if they have been invented, but someone really should make hand rests for front brake/no brake bikes with out the ugly lever, or just covers for handrests with lever removed so that they have cleaner lines.
