    Its called proportionality.
    The likelihood of a car shooting a red light is much much more likely to kill or seriously injure a more fragile and vulnerable road user than a cyclist.
    Most of the very few cyclists who shoot red lights do so for self preservation.
    Some theories state that women are more likely to die under the wheels of an HGV becuase they are less likely to shoot red lights.
    The point of law is to protect the fragile and vulnerable. That is pedestrians on pavements and cyclists on roads.
    Sort out the 70% of illegal HGVs, that have killed over 80% of the cyclists who have died this year, and then you wont be asking cyclists to stay in the death trap cycle lanes on our roads. Look at the blind spots around an HGV and tell me you would not leap a light and hop onto the pavement if one was accelerating towards you unable to see you.
    Get some perspective. Tax is proporational too. Its to compensate damage to the road surfaces, H&S, air quality and noise. Get informed.
