well speaking as a bloke who's gf is a youth worker, the problem is that there's a small minority of scumbags who fuck with everyone and everything, and then all the normal/sensible/nice working class kids feel threatened unless they carry a blade. it's a vicious circle, and that's how decent kids end up in these dodgy gangs and eventually socialised into it as a way of life.
in terms of immediate responses to bikejacking, i don't know. but i'd definitely echo the suggestion that you should never cycle along canal towpaths and poorly-lit roads at night for starters.
