I have 30s and they fit me like 32 jeans so yes, they come up one size bigger.
Water resistance is top notch, I wore mine in horrible Liverpool rainy weather earlier on this year when I was still at uni and they were very good. Only thing is, they're not as tight as lycra (obviously) so if you have no mudguards, chances are you'll get a tiny bit of spray inside the legs.
They keep me dry and they're quite resistant to flapping so they keep your thighs warm. The coldest I've worn mine in is about 0 and no problems there. That's without any lycra underneath. Add lycra and you're good for freezing temperatures.
Also, they stay fresh really well. Mine barely look worn for the amount of use I've got out of them!
