unfortunately i tend to think a TDF with no one caught is not the same as a clean TdF.
things have got better, clean riders have more of a chance and teams where riders really try it on (like Liberty Seguros http://www.cyclingnews.com/news/ribeiro-nozal-and-guerra-positive-for-cera) tend to get caught quickly but who can you trust? Wiggins? Yes, I think so. Cancellara? Mmm, wouldn't put any money on it.
