A cable for the front wheel can be easily cut with a pair of bolt croppers. It happens all the time, even in lower crime areas of London, even for shitty wheels. Get a mini U lock if you want to keep your wheel. Yes ball bearing/solder in the stem/seat bolt is worth doing, or run an old chain round one rail of your saddle and through your chain, wrapped in an old inner tube.
