If you mean just the frame then that is on the 'made of lead piping' side.
A reasonable weight for a nothing special steel frame (i.e. Steamroller) is around 2kg (forks around 850g) so total weight is still well under 3.2kg.
Decent steel would be around 1.8kg for the frame.
