How about combining the heavy base neoprean top with the cone idea and coming up with the cylinder:
No footprint, nothing to hurt one's self on and a vertical post of the right height for polo (maybe with a hole drilled in the base to lock them up when not in use?)
Wouldn't be hard to make...
