For the record, Wikipedia explains the difference quite clearly:
West Midlands (region)

As a Warwickshire lad I try to distance myself from the grimy West Midlands as much as possible, especially as I am from Royal Leamington Spa.
I didn't like that map of n3lson's much as Leamington Spa was too prominent, so here's a better one which also shows the main motorways in the region. I'm not sure what that one round the outside is - maybe the M6 toll road?
