Hereford is in the west midlands. herefordshire is. so is warwickshire, worcestershire etc. think of the west midlands as being like london, and herefordshire being like some part of london. its pretty simple.
btw england is in the uk too, which is in europe too, which is in the world as well, all of it in the galaxy and space.
