No UCI rules = experimentation with things that are supposed to be 'better'/more aerodynamic I guess.

ugly is moot when you need to design the bike purely for speed.

I can't see it as ugly, all I can see is that it's perfect for TTing, TT bike doesn't need to be a looker.
