I think that is too extreme, remember people also live in the central, so that mean truck are restricted to a specific time of days, says midnight where there is less traffic, but the problem is that it will cause a lots of disturbance to the local who live near the busy route.
the best solution is to change the law that the drivers is automatically at fault when they have a collision with a cyclists, unless proven otherwise, this way the drivers will drive with more caution that the law is no longer on their side (to an extend).
