Its London based so they can get away with it, if they get half the carbon dripped embankment peloton there it will pay off.
Still a closed circuit with a mix of inexperienced and experienced riders sounds… Um dangerous! it's best they put off anyone who wants to really put the hammer down
from what i have seen there are only organised rides for stage 5 & 8 of the tour of England
