If you don't care about the stem and it's really stuck... cut it, get the forks out, and use a saw to split the stem in 2 or 3 pieces.. then you should be able to get it out..
It's a hell of a job, I did it with a seatpost and a stem..
Well meanwhile i found loads of tutorials around the web of how to deal with stem, seatpost, basically any fitting on a frame. It turns out that a mere can of soda water can do wonders and save you loads of time, money and effort. The soda will "eat" away the rust around the stem wedge, if you just heat it up a bit with a torch and a bit of leverage
it will pop out, no worries. This is the theory part, i´m about to find out by the end of this week.
