althought even if it those cheap Carbolite frame, it's lighter than your usual cheap steel frame, it was defintely lighter than my old Bianchi Pista frame.
so even thought it's a heavy steel, the tubing seemed to be thin enough to the point that the weight isn't that bad, if build up carefully (i.e. with says Mavic Open Pro instead of those big Deep V wheels) you could easily have a nice reasonably light bike to poodle around town with.
