Is this a question of semantics (i.e. it's actually racially motivated behaviour that's a crime...) or are you suggesting that racism isn't a crime in this country?
It's not semantics (although I take your point) - simply put- racism is not a crime in this country (or any other country as far as I am aware).
Additionally - racially motivated behaviour*, as such, is also not illegal - in itself - unless it is in breach of British law.
