Yep - pretty sure that's an Orrell - I can tell by the BB shell number - they all start (as far as I know) with NA. Neil (still) makes frames from his shop up in Manchester (631 these days), it's impossible to find anything out about him online but give him a call on 0161 681 1517 and give him the frame number and he'll tell you when it was made.

Every track Orrell frame I've seen (so far) is triple triangle, but it's hard to see any online - do a google image search for neil orrell bike or similar and you'll see what I mean.

Mine is blue and yellow like yours but it doesn't have fades - it's a late 80s/early 90s track frame. The blue and yellow are in different places though. But entwidomela has this:

I wonder if it really made it to Germany? Interesting that triple triangle road Orrell's exist.
