ok. so i called them. the guy answering the phone got nervous. I was on hold and started to feel like i had them by the balls. then the lock division got on the phone and started laughing at me. their words were "we have tens of thousands" of keys. Not ten. They did however, say that their bike racks--the Topeak ones that lock--don't have many keys. Those are just meant as a deterrent whne you're filling the tank or something. Not meant for security. They also said that is explained in the packaging that the racks come with.

Then ask them to send you 11 locks with different keys.
