This notion of "arbitary speed limits" mainly arises because the explanation of background studies, locally and nationally determined policies, local studies on traffic density and adjacent facilities and other justifications is rarely, if ever, provided to the public. I suspect that may be due to the public's limited attention span and overriding belief that they know better because they've been driving down that road since it all used to be fields.
