Caution on filling out a new form. You were given a specific piece of information by a witness. By amending in a report to the police it you could be classed as giving a false statement. If the case were to go to court, it could easily be thrown out on that technicality alone. Besides, if the witness got one letter wrong, could they have got another one wrong as well? How many black Toyota Prius' are there with a registration that could be misconstrued as EJ08 LUZ?
You have an unreliable witness, better off looking for better information through CCTV and the like. Revisit the scene and look at every bit of every building in the area for cameras that may have covered the event and ask to view the footage.

If your witness can give evidence of a number plate, all but one digit, and the only possible valid plate is a black prius, and a black prius hit you, I would think that's a case to answer -- the defendant will need an alibi / to give evidence that you were riding like a loon. Registered keeper will probably give the police the run around though, "I don't know who was driving, blah blah blah".
Be wary, especially round there, of cars with number plates of the form 123 A 321 - they're diplomatic cars and appear to get a pretty free hand to drive like dicks. Wouldn't be at all surprised if your 4x4 was one.
Free hand? If they have diplomatic plates (it's a "D" in the middle) they usually have diplomatic immunity -- they could squash you flat on purpose and be on their merry way. They'd leave the country never to return, but if they've killed someone, what's the comfort in that?
Fortunately, they mostly just double park and refuse to pay the tickets. The US embassy owes a few million quid in congestion charges and fines -- they say it's a tax and that they don't have to pay it, TfL say it's a charge, and the yanks should pay. They don't, TfL do nothing, end of. Useless knowledge FTW.
