maybe they have realized that as one of the largest bike manufacturers in the world, they don't offer a genuine track bike in Europe (the current langster is a street bike with a low bb and slack angles, not suitable for steeply banked velodromes) and this one might be a competitor to a Fuji, which arguable has the low end of track bikes sewn up, though I don't know why there isn't a complete bike shown.
even if the tubing is 4130, it's still gong to be useful provided the geometry is right.
