Yeah I was referring more to the aerodynamic aids you can get with modern TT frames. Sosenka's website appears to be shut down so I can't find any decent pics of his bike. He did quite a few things to help his attempt (heavy rear wheel, tiny frame) but as was stated they were all in the rules so not much to argue with.
UCI don't like pacing devices on bikes (computers, etc) which is why they didn't approve power meters and computers. Pacing has to rely on your coach from the sidelines moving about or signalling if you are up/down on your planned schedule.
