Both examples above look like somebody forcing the wrong sized frame to fit them, which isn't Look's fault.
Looking at seat tube lengths (which seem to be about right), I'd say your first comment regarding bikes designed to be ridden by track pros, being set up for amatuer road use is more likely.
Well, at the risk of bickering.... The 396 was one of the most successful track frames of its generation. Ridden to victory at international and Olympic level. So I think it would be fair to say they didn't "get the geometry wrong".
Not the wrong geometry just the wrong (not the right word really, unintended would be better) use.
