Devils are a bit dangerous with inexperienced riders, and points races are really hard on the judges - so weigh that up. If you can't guarantee more than at least 2 or 3 judges on the line every lap I wouldn't bother with a points race.
Ed's idea of a long hare and hounds sounds perfect. 20k is 42 laps and I dunno how keen people would be on that, but at least 10 or 15k. Plenty long enough to ensure that the hares get caught, but I'd stick in a prime after 6 laps or so to make it worth their while to hammer it.
By the time they get caught everything will be nice and spread out for some of the hares to merge in. Should work well.
