It may have been his father. I have googled without success. R Steegmans it appears to be.

Steegmans is the name of the dissolved bike shop in Tongeren in the Netherlands that they got a lot of their initial stock from. Raymond Steegmans is an ex-pro. Here's a recent article from Cycling Weekly:

We will be closed on Easter Sunday and Good Friday, mainly to watch racing. Herne Hill and Paris - Roubaix.

Open on the Saturday though.

I do think Raymond and Gert are family but more in a cousin / nephew kind of way. I remember this question popping up on some Belgian forum too. They are pretty similar as riders though.

I have the same bar tape. Probably the only thing my hideous bike has to do with that one though.

The shop still in existence? I won some some items they were selling on eBay, but haven't heard from them. Okay, it has been only a few days, but it is still the longest I've had to wait since I first did eBay.
