Two classified sections.

One for established members (however that is defined).
One for new arrivals.

So everyone can sell stuff, but if you have been here for a while you get the extra kudos (and implied security) of selling in the established members classified section - the second classified section for new arrivals carries with it a caveat of sorts - maybe just a 'watch this lot, we don't know them'.

You can get that information from the UserCP. It shows join date, #of posts, friends, propensity to wear bear costumes, etc. It's there, it just takes a little digging. You can make your own judgement based on the information avaialble.
