I do know that I'm using the former french standard in 700 (27 1/2 inch OD of tire), which is equivalent to the ISO standard 622 (ID of tire bead), therefore exchangeable. The industry still commonly uses 700 though, so...
The thing is, when measuring in inches, a 700 (622) rim, the OD actually measures approx. 24 7/8 in.! Inches was the OD measurement of inflated tires on a rim which at one time, like 1880's, was a standard size. As we all know there is now a multitude of tire sizes so measuring in inches is useless.
