you can drill them, i did mine easy as pie, it's basically a road fork with the brake hole filled with filler then painted.
The annoying thing about the 4ZA/Alpina track fork is you can't drill it for a brake (even though they make an almost identical road fork), so I use an EC90 Aero on my Koga for time trials and just use the track fork when I'm playing at Calshot. Easton don't make a track fork, which is probably the reason the Merckx doesn't have one even though the road bikes do. The Belgian style police would probably complain if they put a Reynolds on there
