Why should you care either way so long as they are not a danger to you? And who are you to assess whether someone else possesses such skill level, in the conditions for that purpose?
Not my place to assess. I would hope people did this themselves, before using public roads.
Now the circumstances under which I choose to do this, and my level of skill, blah blah blah... well it's all my business. Who granted you with any interest in my choice to ride like this? Would you care to say I am a danger to you? Upon what basis?
I dont know, you would have to assess wether or not you are a danger yourself, as stated above.
I dont cycle to work if the conditions are very icy and I have summer tires mounted. I consider it unsafe for both myself and other road users. I may be making the wrong judgement, but the thought process is there.
It's all cycling, it's all good.

(NB: Sorry if I'm a bit 'high and mighty' about this but last week someone who had'nt considered their set-up (MTB with non-functional front brake) nearly put me and my son (3yo in childseat) in a ditch)
