i tried the other day they are just busy or slow, this is what they said

No, this is a bona-fide track frame. Or rather its a 'road/path' racer, meaning it was nominally a track frame but had a hole for brakes so that it could also be used for time trials and getting to work and so forth. Its from the 50s when this sort of think was very common.
