But the quality of the work does vary from authority to authority. For instance, we were riding in West Sussex on Saturday/Sunday night, where the carriageway surfacing on the lanes we took was so poor that (I only discovered last night) my front light fitting broke. Admittedly, they're just lanes, but the authority could probably do better there.
Oh, and of course no highway authority wants there to be more crashes on their network, but again you don't have to interpret that as just a reactive fear. It's just that local authorities are so under-resourced that it's really impossible to keep up with maintenance as well as they would wish to.
