Guerilla Pot Hole Spraying?

I used this recently to report that massive crater at New Oxford St/Museum St, and I noticed it's been filled now.

I described it as a bad accident waiting to happen - if my report was what got it sorted, it leaves me wondering whether TFL's motivation is fear of accidents, or fear of litigation.
Under the Highways Act 1980, highway authorities have a duty to maintain all public highways under their control, and a general duty of care to maintain the highway 'in a condition fit for purpose'.
