If the toptube dent turns out to be ok you'll be onto a winner. At any rate, Mercian will be able to swap that out, if you're willing to pay - and I hope you are. It's a lovely frame - there'll be some pitting where it's badly rusted, but once stripped and resprayed it'll look great.
Nervex 48 lugs too - so I date it to the 1950s - early model Mercian FTW. Not that I'm a Mercian geek mind - just that I have a 1955 one that looks just like it.
