has anybody thought of modifying some triple road/mtb cranks, and using the inner most ring? 22 is common on most mtb cranks.
Machine/hack away at the rest of the crank, use a slightly longer bottom bracket for the chain line and you will have options of even smaller gears.
though i think anything under 40" is a bit of an over kill perhaps. Though you could run 22/15 for extra b/b shot clearance
