Please explain: Mental courier with dreads

I saw a guy today who had a step machine device. So instead of pedaling he stepped to drive the back wheel. Looked kinda graceful though must have been hard work.

as said he was on the tweed run. it's a hercules... lovely bike but he can't go up hills
