i think it definitely matters what size frame you ride, if you mess about with the seatpost and stem to get a small frame to fit then you are not riding the geometry of the frame. you need your size.
there was a really good picture with annotations on the internet a while ago that showed a messenger riding a track frame that was maybe 2cms too small and it drew over what the bike should look like in his size, was interesting. shame i can't find it.
