The block of flats I live in is a new build - one of the stated provisos on purchasing the flat was that it was a car free developmnet, no parking places on site but two streetcar vehicles in the forecourt and no right to apply for a local parking permit.
This is a condition of planning permission for alot of new developments - certainly the ones down by the river in Battersea were all like that. I think it's excellent.
Similarly new office builds in town are only allowed minimal parking spaces.
