Look even Brick Lane are calling it a "531 Tack Frame" Now I don't know what a tack frame is but I know its not a track frame.
Is there any legal reason you couldn't ride this bike on a track? The angles might be a little slack compared to a modern track bike but that doesn't mean it can't be used on a track and hence can be called a track bike.
