Wheel build budget

2. I have inner tubes + tyres already so didn't need to factor them into my budget.
   
3. I was pretty much after a stiff ride (good god what am I saying), these will be for my work (courier) bike and I much prefer a more direct feel with the road and feel a bit disconnected when the ride is dampened a bit.** I don't do 'whacking up curbs'** as I get enough punctures as it is without bringing pinch flats into the equation

Craig is right Fester; you don't need stiff wheels for couriering they'll just knacker you.
